The story
Legislative streaming, minus the caption hardware
The Texas Legislative Council is a nonpartisan legislative agency. Its staff assists Texas legislators in drafting and analyzing proposed legislation and researching legislative questions that affect the state. Its live meetings must be accessible, and the agency takes that obligation seriously.
The challenge
The council moved its live streaming operations to the cloud, and the on-prem caption hardware encoder no longer fit the workflow. It needed captioning that supports the accessibility obligations covering its live meetings, with no hardware in the chain.
The solution
The council sends its live streams to SyncWords, which creates the closed captions, embeds them, and returns the captioned stream with low delay. The streaming runs on AWS Elemental, where SyncWords workflows are a native fit.
The result
The caption encoder is gone, and the workflow has been in production for years. The council reports excellent caption quality, and has renewed its contract with SyncWords for the years ahead.
